Who you'll work with

Vetted investor agents across the Pittsburgh metro

Pittsburgh is one of the few big metros where a median rental still comes close to working on paper. Typical home values in the metro are about $228,000 and typical rent about $1,470, or about 0.64% a month. That's under the 1% rule, but better than most large metros. The catch is a region that isn't growing: population has slipped about 1% since 2020, jobs are still below 2019, and home values were flat over the past year. Pennsylvania deposit and eviction rules are moderate, and the city has a rental permit program that also covers short-term rentals. Our vetted agent partner flips homes, owns and stabilizes rentals, and does property management.

Pennsylvania landlord-tenant basics

Most of Pennsylvania's rules are in the Landlord and Tenant Act of 1951. Pittsburgh adds a city rental permit. The points investors ask about most:

  • Security deposit: capped at two months' rent in the first year of a lease and one month's rent from the second year on (68 P.S. § 250.511a).
  • Deposit return: within 30 days after the tenant moves out, return the deposit or send a written list of damages with any balance. Fail to pay the difference and you can owe double the amount wrongfully kept.
  • Nonpayment: a notice to quit for unpaid rent must give the tenant 10 days to leave (68 P.S. § 250.501). A lease can shorten or waive the notice only if it says so.
  • Pittsburgh rental permit: since December 2024 the city's Department of Permits, Licenses and Inspections (PLI) runs a rental registry that requires a permit for each rental unit, with inspections against the property maintenance code. PLI says compliance is voluntary until further notice and that it will give at least 30 days' public notice before enforcing. The rules set a $500 fine per unit once enforced, so register now.

Short-term rental rules in Pittsburgh

Pittsburgh doesn't yet have a short-term rental section in its zoning code, but that's being worked on, and short-term rentals already fall under the city's rental permit program.

  • PLI's rental permit rules count short-term rentals, including homes listed on Airbnb and Vrbo, as rental units that need a permit.
  • Zoning: Council Bill 2026-0009 would add short-term rentals as a use in the zoning code, with a city license required. A Planning Commission hearing was set for September 8, 2026. An earlier 2025 bill expired without a vote. Check its status before you buy for an STR.
  • Taxes: Pennsylvania's 6% hotel occupancy tax applies to stays under 30 days, and the state adds a 1% local hotel tax in Allegheny County. Some platforms collect it for you. If you take direct bookings, you need your own sales, use and hotel occupancy tax license.
  • Allegheny County also has its own hotel room rental tax. Ask your accountant how it applies to your listing. Condo and HOA rules can also prohibit STRs.

Pittsburgh FAQ

Questions investors ask about Pittsburgh

Which areas does your Pittsburgh agent cover?

+

Our vetted agent partner covers Greater Pittsburgh. She flips homes, owns and stabilizes rentals, and does property management. Tell us your strategy, budget and target neighborhoods and we'll match you.

Does Pittsburgh cash flow?

+

Better than most large metros. Typical rent-to-price in the Pittsburgh metro is about 0.64% a month, under the 1% rule but close enough that a rental bought below median can cash flow. The tradeoff is a flat population and flat home values, so underwrite on rents, not appreciation.

Can I run an Airbnb in Pittsburgh?

+

Short-term rentals count as rental units under the city's rental permit program, and a zoning bill to regulate them as a use is pending. You'll also owe Pennsylvania's 6% hotel occupancy tax plus Allegheny County's 1% on stays under 30 days. Check the bill's status and any HOA rules first.

Is Pennsylvania landlord-friendly?

+

It's in the middle. Deposits are capped at two months' rent in the first year and one month after that, and a nonpayment notice to quit gives the tenant 10 days. Pittsburgh adds a rental permit for each unit.

Can I invest in Pittsburgh if I live out of state?

+

Yes. Pittsburgh's low prices draw out-of-state buyers, but the housing stock is old and conditions vary street to street. Work with an agent who walks properties for you, attends inspections, and can point you to property management.

What does it cost to get matched with a Pittsburgh agent?

+

Nothing. Agents Invest is free for investors. The agent pays us a referral fee only if you close a deal with them.
