Vetted investor agents across the Chattanooga metro

Chattanooga isn't a 1% rule market, but the metro keeps adding residents and jobs, mostly through people moving in from other states and counties. Home values went flat over the past year while rents edged up. What it isn't anymore is an easy Airbnb market: since 2023, investor-owned short-term rentals inside city limits are limited to commercial and mixed-use zones. Our vetted agents here have fix-and-flip experience and cover Signal Mountain to Cleveland and into North Georgia.

Tennessee landlord-tenant basics

Hamilton County (Chattanooga) and Bradley County (Cleveland) are both large enough to fall under Tennessee's Uniform Residential Landlord and Tenant Act (T.C.A. Title 66, Chapter 28), which applies in counties over 75,000 people. It's generally landlord-friendly. North Georgia properties follow Georgia law instead.

  • Security deposit: no statutory cap. Hold it in a separate account at a regulated financial institution and tell the tenant where it is. Return it, with an itemized list of any deductions, within 30 days after the tenancy ends.
  • Nonpayment: serve a written notice giving the tenant a window to pay before you file a detainer warrant. The statute has used 14 days; a 2025 bill proposed 7 for newer leases, so confirm the current period with a Tennessee attorney before you serve one.
  • Entry: no fixed statutory notice period for routine entry, but the tenant can't unreasonably refuse it, and emergencies need no notice. Most leases set 24 hours — put it in yours.
  • No rent control: state law (T.C.A. § 66-35-102) bars cities and counties from controlling rents.

Short-term rental rules in Chattanooga

Chattanooga rewrote its short-term vacation rental (STVR) rules in 2023 (Ordinance 13981). The short version: inside city limits, a non-owner-occupied Airbnb is only allowed in commercial and mixed-use zones.

  • Two certificate types: a homestay, where the property is the owner's primary residence (at least 183 days a year), and an absentee rental, where it isn't.
  • Absentee (investor) STRs are only permitted in the C-2, C-3, C-4, UGC, CC, IX, RF, RV, CX and SH zones — mostly downtown, the Southside and commercial corridors. Most residential neighborhoods are out.
  • Homestays are allowed where residential uses are permitted inside the city's STVR overlay. The homestay certificate is $250 to apply and $250 to renew, per the city.
  • Don't assume a listing's existing STR certificate comes with the house. Confirm the zoning and certificate status with the Land Development Office before you're under contract.
  • STRs owe Tennessee sales tax plus local occupancy taxes. Register with the Tennessee Department of Revenue and Hamilton County, and confirm which taxes your platform collects for you.
  • Outside city limits — unincorporated Hamilton County, the other towns, and North Georgia — different rules apply, and HOAs can ban STRs outright. Check before you buy.

Last reviewed October 13, 2026. General information, not legal or tax advice — rules and fees change, so confirm with the city, the statute, or your attorney before you rely on them. Chattanooga FAQ

Questions investors ask about Chattanooga

Which areas do your Chattanooga agents cover?

+

Our vetted agent partners in the Chattanooga area cover the city, Hixson, Red Bank, East Ridge, Ooltewah, Signal Mountain, Soddy-Daisy, Cleveland, and Fort Oglethorpe and Ringgold in North Georgia. If none of them is the right fit for your deal, we'll tell you upfront.

Is Chattanooga a good market for cash-flowing rentals?

+

Not at median prices with a mortgage. Typical rent-to-price in the Chattanooga metro is around 0.47% per month, well below the 1% rule. Investors here make the numbers work by buying below median, adding value through a rehab, or looking at cheaper towns nearby. Tennessee's landlord-friendly laws help on the operating side.

Can I run an Airbnb in Chattanooga?

+

As an investor, only in limited areas. Since 2023, non-owner-occupied short-term rentals inside city limits are only allowed in specific commercial and mixed-use zones (mostly downtown and the Southside). In most residential neighborhoods you can only host in a home you live in. Outside city limits and in North Georgia the rules differ, and HOAs can ban STRs. Verify zoning before you buy.

Is Tennessee landlord-friendly?

+

Generally, yes. There's no cap on security deposits, cities can't impose rent control, and nonpayment cases start with a short written notice before you can file. Hamilton and Bradley counties follow the state's Uniform Residential Landlord and Tenant Act.

Can I invest in Chattanooga if I live out of state?

+

Yes. The key is an agent who will walk properties for you, attend inspections, and bring in contractors and property managers. That's a big part of how we vet the agents we refer.

What does it cost to get matched with a Chattanooga agent?

+

Nothing. Agents Invest is free for investors. The agent pays us a referral fee only if you close a deal with them.
