Gulf Shores and Orange Beach are Alabama's beach towns, and most investors here are buying vacation rentals, not long-term rentals. The data for the area covers all of Baldwin County, one of the fastest-growing counties in the South: about 268,000 people in 2025, up 46% since 2010, with about 6,000 net new residents a year from other states. Typical home values are about $371,000, flat for two years, and typical long-term rent is about $1,700, roughly 0.46% a month. That doesn't cash flow as a long-term rental at median prices, so the case here rests on short-term rental income, and that income carries a 16% lodging tax inside both cities, zoning limits and high wind and flood insurance costs. Our four vetted partners cover Gulf Shores, Orange Beach and the rest of Baldwin and Mobile counties, and between them do vacation rentals, flips, multifamily and long-term rentals.

Vacation rentals, bought with the zoning and the insurance checked first
Tourism is the economy on this stretch of coast, and both Gulf Shores and Orange Beach license vacation rentals and collect lodging tax on them. That makes STRs a legal, established use here, not a gray area. Most of the inventory is beachfront and near-beach condos, plus single-family homes and duplexes in the parts of town zoned for them.
The deal works or doesn't on three numbers: real rental income for that unit (ask for the management company's statements, not an estimate), the full carrying cost including HOA dues and special assessments, and a current wind and flood insurance quote. Run all three before you write an offer.
Many owners hand operations to a local management company. If yours collects and remits lodging tax for you, confirm it actually does. If you leave the program, the city says you become responsible for filing.
- Zoning decides which houses can rent short-term. In Gulf Shores, single-family and duplex vacation rentals are limited to an overlay district, and STRs in R-3 and R-4 multifamily developments need a conditional use permit. Orange Beach bars vacation rentals in its RS and MHS districts.
- Hurricane Sally made landfall at Gulf Shores in 2020 as a Category 2 storm and dropped about 30 inches of rain on Orange Beach. Get wind and flood quotes before you're under contract, and check the flood zone and elevation.
- Income is seasonal. Plan for slow winter months and a heavy summer, and check whether the condo association limits rental terms, guest counts or parking.
Alabama landlord-tenant basics
Long-term rentals in Baldwin County fall under Alabama's Uniform Residential Landlord and Tenant Act (Code of Ala. Title 35, Chapter 9A), which is generally landlord-friendly. The points investors ask about most:
- Security deposit: capped at one month's rent, not counting pet deposits and certain other add-ons. Return it, with an itemized list of deductions, within 60 days after the tenancy ends and you get possession back. Miss the deadline and you can owe double the deposit (§ 35-9A-201).
- Nonpayment: give written notice that rent is unpaid and the lease will end if it isn't paid within 7 days (§ 35-9A-421). Most guides count the 7 days as business days, so count conservatively.
- Entry: Alabama's act requires advance notice before a landlord enters, except in emergencies. Put a clear entry clause in your lease and follow it.
- No rent control: Alabama has no rent control and no statewide cap on rent increases. The lease sets the terms.
- Wind insurance: in Baldwin and Mobile counties, admitted insurers must give a discount on the wind portion of the premium for homes with an IBHS FORTIFIED designation. The state's Strengthen Alabama Homes grants only cover owner-occupied primary homes, so rentals don't qualify for the grant.
Short-term rental rules in Gulf Shores and Orange Beach
Both cities allow vacation rentals where zoning permits them, require a city business license, and charge a combined 16% lodging tax inside city limits. The details differ by city, so check which one the property is in.
- Gulf Shores zoning: a vacation rental is any unit rented for fewer than 180 consecutive days. Single-family and duplex vacation rentals are allowed in an overlay district that covers R-1 and R-2 land west of Highway 59 and south of Stanton Creek or West 2nd Avenue, land south of Little Lagoon, and waterfront R-1 lots. Since 2023, STRs in R-3 and R-4 multifamily developments need a conditional use permit.
- Gulf Shores license and tax: every owner who rents property in the city or its police jurisdiction needs a city business license, and short-term rentals add a $45 rental fee. Lodging tax is 16% inside city limits (4% state, 2% Baldwin County, 10% city) and 11% in the police jurisdiction. File monthly, including zero reports, by the 20th.
- Orange Beach: vacation rentals (stays of 14 consecutive days or less) aren't allowed in the RS and MHS zoning districts. The business license is the owner's responsibility, not the management company's, and expires December 31 each year. Lodging tax is 16% (4% state, 2% Baldwin County, 10% city) and applies to the rent, cleaning fees and any parking passes.
- Foley, Fort Morgan and the rest of Baldwin County outside these two cities fall under different rules. Condo and HOA documents can restrict rentals regardless of zoning.

Questions investors ask about Gulf Shores
Which areas do your Gulf Shores agents cover?
+−
We have four vetted agent partners on the Alabama coast. One two-person team works Gulf Shores, Orange Beach and Baldwin County with flip and vacation-rental investors, one agent owns rentals and covers the Gulf Coast, one has 20-plus years building cash-flow programs across Lower Alabama and the Florida Panhandle, and one is a Baldwin and Mobile county native with a finance degree. Tell us your strategy, budget and target area and we'll match you.
Does a Gulf Shores rental cash flow?
+−
Not as a long-term rental at median prices. Typical long-term rent in Baldwin County is about 0.46% of home value per month. Investors here mostly buy vacation rentals, which can earn more but come with seasonal income, a 16% lodging tax, management fees, HOA dues and high insurance costs. Underwrite on the unit's actual rental history.
Can I run an Airbnb in Gulf Shores or Orange Beach?
+−
Yes, where zoning allows it. Both cities require a business license and charge a combined 16% lodging tax inside city limits. In Gulf Shores, single-family and duplex vacation rentals are limited to an overlay district and STRs in R-3 and R-4 multifamily developments need a conditional use permit. Orange Beach bars vacation rentals in its RS and MHS districts. Check condo or HOA rules too.
How much do hurricanes and insurance matter here?
+−
A lot. Hurricane Sally made landfall at Gulf Shores in 2020, and storm surge and flooding hit the back bays hard. Get wind and flood quotes and check the flood zone before you make an offer. A FORTIFIED roof designation earns a required wind-premium discount from admitted insurers in Baldwin and Mobile counties.
Is Alabama landlord-friendly?
+−
Yes. Deposits are capped at one month's rent and due back within 60 days, nonpayment can end a lease after a 7-day notice, and Alabama has no rent control.
Why do the charts cover all of Baldwin County?
+−
Census, BLS and Zillow publish this data for the Daphne-Fairhope-Foley metro, which is all of Baldwin County. It includes inland towns as well as the beach, so ask your agent for comps on the specific building or street.
What does it cost to get matched with a Gulf Shores agent?
+−
Nothing. Agents Invest is free for investors. The agent pays us a referral fee only if you close a deal with them.
