Athens is a University of Georgia town, and the rental market is built around it. That makes demand dependable, but prices have caught up: typical home values in the metro are about $369,000, at a record high, and typical rent about $1,620, roughly 0.44% a month. That's the lowest rent-to-price of our Georgia guides, and a financed median purchase won't cash flow. Jobs keep growing, but more Americans moved out than in during 2024 and 2025. Athens-Clarke County also regulates short-term rentals more tightly than most Georgia counties. Tell us what you're looking for in Athens and we'll look for an investor-focused agent who fits your strategy.
The University of Georgia is the market. Houses and small multifamily near campus and downtown rent by the bedroom to students, with an August lease cycle and higher wear and turnover.
Single-family rentals away from campus, for hospital, university and government staff. Less turnover than student housing, lower rent per square foot.
Football weekends fill every room in town, but Athens-Clarke County now steers short-term rentals toward owner-occupied homes. Don't count on a non-owner-occupied STR permit.

Georgia landlord-tenant basics
Georgia's landlord-tenant law is in O.C.G.A. Title 44, Chapter 7. It's still landlord-friendly, but the Safe at Home Act (HB 404, signed in 2024) changed several rules for leases entered into or renewed on or after July 1, 2024:
- Habitability: every residential lease is now deemed to include a promise that the home is fit for human habitation, and the landlord must keep it in repair.
- Security deposit: capped at two months' rent. Return it within one month after the lease ends (or the tenant surrenders the unit), with a written list of any deductions. Landlords with more than 10 units (counting a spouse's and children's) or who use a management agent must also hold deposits in an escrow account and do move-in and move-out inspections, and can owe three times any amount wrongly withheld.
- Nonpayment: give the tenant written notice and at least 3 business days to pay before you file a dispossessory in magistrate court. Once served, the tenant has 7 days to answer, and either side has 7 days to appeal a judgment. Lockouts and other self-help evictions are illegal.
- No rent control: O.C.G.A. 44-7-19 bars cities and counties from regulating rents. Repeal bills are filed most sessions (HB 299 in 2025–26), but none had passed at our last review.
Short-term rental rules in Athens-Clarke County
Athens-Clarke County made short-term rentals a zoning land use in February 2024 and amended the ordinance in June and December 2025:
- Two main types: home-occupation STRs, where the owner or a long-term tenant lives on the property (proved with two forms of ID and a notarized affidavit), and commercial STRs, which aren't owner-occupied and face tighter zoning.
- Commercial STRs near campus are hard to get. In 2026 the commission denied special-use permits for non-owner-occupied STRs, citing pressure on housing near UGA.
- Grandfathered rentals: about 700 existing STRs were listed as legal nonconforming as of March 1, 2025, and they have 24 months from that date to come into compliance. The county has discussed changing that sunset, so check the current status.
- Taxes: Georgia charges a $5 per night state hotel-motel fee, and state and local sales tax and local hotel-motel taxes also apply to stays of 30 days or less. Airbnb and similar platforms generally collect and remit the state fee for you.
- Oconee County and the other surrounding counties set their own rules, and HOAs can ban STRs regardless.

Questions investors ask about Athens
How do I find an investor-friendly agent in Athens?
+−
Tell us your strategy, budget and target area. We'll look for an investor-focused agent who works Athens and fits what you're doing. It's free for investors. If you're open to the Atlanta metro, about 90 minutes west, we already work with vetted agents there.
Is Athens a good market for cash-flowing rentals?
+−
Not at median prices. Typical rent is about 0.44% of the typical home value a month, the lowest of our Georgia guides. Student rentals rented by the bedroom can do better, with more turnover and management. Most Athens buyers are betting on steady UGA demand, not monthly cash flow.
Can I run an Airbnb in Athens?
+−
Mostly if you live there. Athens-Clarke County's STR ordinance favors home-occupation rentals where the owner or a long-term tenant lives on the property. Non-owner-occupied commercial STRs face tighter zoning, and the commission has denied special-use permits for them near campus. Older STRs grandfathered in 2025 have until about March 2027 to comply.
Is Georgia landlord-friendly?
+−
Mostly. There's no rent control, and evictions go through a fast magistrate-court dispossessory. Since July 2024, though, every lease includes a habitability promise, deposits are capped at two months' rent, and you must give 3 business days' written notice before filing for nonpayment.
What should I know about student rentals in Athens?
+−
Leases follow the academic year, so a unit that misses the August cycle can sit empty for months. Expect more wear, parental guarantors, and more management. Check zoning and occupancy rules for the specific property before you buy.
What does it cost to use Agents Invest?
+−
Nothing. Agents Invest is free for investors. The agent pays us a referral fee only if you close a deal with them.
